Yes the Copyright Office probably would suck at it.  So I&#039;m not sure if there would have to be rules on exactly what counts as new content or not.  Same song but different lyrics (all of Weird Al Yankovic&#039;s stuff, Kid Rock with American Bad Ass with the Metallica&#039;s Sad But True tune etc)?  Assuming tunes and lyrics are 50-50 each then I guess that would count as &#039;new&#039;.  Like I said there are going to be things like this that need to be worked on, which is why if anyone has any thoughts I want to hear :)

As far as the 51%. I guess it would be up to the US Copyright Office to evaluate if content has 51% new stuff or not. Sadly they would probably suck as much as the US Patent and Trademark Office does at determining if a patent is valid or not.</description>
